Instructions for Medicare Testing Using the New Noridian Connection

Introduction

UHIN has established a new connection with Noridian for testing Medicare claims.  This new connection is to be used for testing all 4010 and 5010 Medicare files.  Test transactions will continue to be uploaded to the Medicare Trading Partner Numbers (TPN) through the UHIN Testing Environment (AKA Sundance, ProdMirror, UAT). UHIN members will see no change in how test transactions are sent to Noridian.  However, with this new connection Noridian will no longer be returning response files (e.g. 999, TA1); instead you can use the Noridian Total OnBoarding system to view the status of test files.  The new testing process requires that you be registered with Noridian to use their Total OnBoarding system to list your correct email address for notification.  Again, you may test both 4010 and 5010 transactions through the new Noridian connection.

NOTE:  There are no changes to the Noridian Production connection.

Steps for Noridian/Medicare Testing with the New Connection

1.    Before sending 5010 test files you need to pass UHIN 5010 Acceptance Testing, also done through the UHIN Testing Environment.  For instructions and to obtain the necessary 5010 permissions contact the UHIN Help Desk at:

(801) 716-5901 or toll free at (877) 693-3071
Email:  customerservice@uhin.org.

UHIN Acceptance Testing reports will provide feedback for all levels of errors and warnings. However, UHIN will approve you for production permissions if your files pass HIPAA level 2—out of seven total levels—and requirements specific to Medicare.

2.    If you haven’t already done so you will need to register and set up an account on Noridian’s Total OnBoarding.  This will be used for checking the status of your test uploads and to indicate the email address where notification can be sent.   In order to use Total OnBoarding you will need to obtain a digital certificate from Ability (formerly VisionShare).  For instructions on obtaining the digital certificate and getting set up on Total OnBoarding go to the following Noridian Web site:

http://www.edissweb.com/cgp/registration/totalonboarding.html

This website link has the Total OnBoarding provider user guide, which contains information on enrolling as well as how to view the test files that you have uploaded.  Total OnBoarding tutorials are also found at this link.  Noridian has tutorials for registration and for the options you will see on your profile page, including selecting transactions to test.

For questions or problems with Total OnBoarding contact Noridian directly at:

EDI Help Desk:  (800) 967-7902
E-mail: support@edissweb.com

3.    Create your test files for Medicare.  In order to pass the Noridian testing you should include 10 clean unique claims in a single file. If any of the 10 claims have errors you will not be approved for production. Please ensure that the claim content resembles a real Medicare claim.

NOTE: UHINt 2.5 keyboard entry users do not need to test at this time.

4.    Upload your test files through the UHIN Testing Environment to Noridian using the same Medicare TPNs that have been in use for several years.

Medicare A – HT000011-001
Medicare B – HT000012-001

The URLs for the UHIN Testing Environment are:

Web Portal:
https://prodmirror.uhin.net/

SOAP over HTTPS Connection:
https://prodmirror.uhin.net/uhinet2/Webservices/PIR/PIRService.asmx

If UHINet II returns a UX status code for the upload, this indicates that a problem occurred on Total OnBoarding. Go to Total OnBoarding as instructed in step 5 below.

5.    To view the results of your test files you need to log into Total OnBoarding and go to “Testing History”.  Follow the Total OnBoarding instructions you received from Noridian.

NOTE:  With the new Noridian test connection you will not receive response files (999, 277CA, 835, 864, TA1) from Noridian through UHINet II.  You must use Total OnBoarding to view the results of your test files.  This applies only to test.  For Production you will continue to receive response files from Noridian through UHINet II.

6.    When you have submitted a file containing 10 clean claims Noridian will assign you the status “ready for production”.   Noridian will send you a confirmation e-mail to the current address you set up in your Total OnBoarding provider and vendor profiles.  UHIN will also receive a copy of this confirmation e-mail.  The e-mail will include information on how the production claims should be sent.

The “ready for production” status can apply to either 4010 or 5010 test files.

7.    Once approved as “ready for production” you may send claims to the Noridian production system.  When you have passed 5010 testing you may start to send 5010 transactions in Production,  or you may continue to send 4010 as well.  In order to send 5010 files in Production you will need 5010 permissions set up for you in Production.  To obtain the necessary 5010 permissions contact the UHIN Help Desk at:

(801) 716-5901 or toll free at (877) 693-3071
Email:  customerservice@uhin.org.
